About the North Greenwood CRA

North Greenwood

North Greenwood is a Clearwater neighborhood located north of Downtown. The neighborhood was initially known as "The Grove" for its interwoven citrus orchards. Since early in the city’s history, North Greenwood has been a primarily Black neighborhood.

Today the neighborhood consists primarily of residential uses, with several commercial corridors and some light industrial use. The North Greenwood Library, several schools, the North Greenwood Recreation Center, the Pinellas Trail, and many other recreational facilities are also located in the neighborhood.

North Greenwood is also home to places of worship, community organizations, and many passionate residents engaged with the neighborhood's advancement.

The Community Redevelopment Area

A Community Redevelopment Area (CRA) is a district established by city or county governments to carry out redevelopment activities that reduce or eliminate blight, improve an area's economic health, and encourage public and private investment.

In 2019, the North Greenwood CRA was proposed by the Clearwater Urban Leadership Coalition (CULC), which led to the completion of the Finding of Necessity Study. This Study was the first formal step in creating the CRA and establishing the area's boundaries.

The North Greenwood CRA Plan

Completing a community redevelopment plan is the next step in establishing the North Greenwood CRA. The plan will address the unique needs of the neigborhood. This plan will be a guiding tool for strategies and policies implemented in the CRA. The plan will include overall goals and identify types of projects planned for the area. All expenditures of tax increment funds must be tied to the plan's implementation.

Community Driven

The vision, goals, and actions of the North Greenwood CRA Plan will be shaped by the community. There are several ways to ensure your voice is heard in this process.

Four in-person community workshops are planned at the North Greenwood Recreation Center. Members of the project team will also be attending special events throughout the community. You can find the dates of these events on the Schedule Page.
